Technical committees for standardization

Law "On Standardization" (effective 03.01.2015) determines that technical committees of standardization are one of the subjects of standardization.

The authority to make decisions on the establishment and termination of work of technical committees of standardization, to define the scope of their activities and to coordinate their activities are entrusted to the national authority of standardization.

Technical Committee for Standardization is a form of cooperation of interested business houses and individuals with the goal to organize and complete tasks in the international, national, and regional standardizations in the specified areas and as well as for fixed objects standardizations.

Technical standardization committees have no legal status.

The work in technical committees on standardization involved authorized representatives of executive authorities, other state authorities, local governments, business entities and their associations, employers' organizations and their associations, scientific and educational institutions, scientific-technical and engineering associations (unions), NGOs in consumer protection (consumer associations) including the other NGOs, trade unions, leading scientists and experts.

Technical committees for standardizations are formed on the principles of representation for all interested parties.

Membership in technical committees for standardization is voluntary.

The authorities of the technical committees for standardization include:

1) participation of international and regional organizations for standardization in the work of relevant technical committees for standardizations;

2) development and approval of national standards, codes of practice and changes thereto;

3) participation in the development of programs of work, for national standardizations;

4) review and revision of national standards and codes of practice, developers of which they are;

5) approval and submission of proposals for the cancellation and renewal of national standards, codes of practice and incorporating changes to them.

Technical committees for standardizations provide the appropriate clarifications on  provisions of national standards and codes of practice adopted by national standardization body.

Provisions on Technical Committee for Standardization are approved by national standardization authority.

Organizational support of Technical Committees for Standardization is carried out by their secretariats.

The functions of Secretariat of the Technical Committee for Standardization are reliedby the national Standardization organization on the legal entity - resident of Ukraine that has officially declared its intention to serve at the secretariat and demonstrated the ability for organizational, technical and financial burden of its activities.

Technical committees for standardizations cannot  aim to get profits from their activities.

Proposals that are considering the work on national technical committee for standardization are reviewed by the relevant standardization committee, considering priority areas of standardization and the Law on Standardization.

Central executive authorities have the right to order  service to perform work on the verification of industry regulations and developing proposals, for amending and canceling by the help of respective technical committees for standardization in compliance with the Law on Standardization.
