Draft law about digital labeling was submitted

On June 24, a draft law was submitted to the Verkhovna Rada of Ukraine (VRU) on amendments to some legislative acts of Ukraine regarding product labeling by applying a QR code.

Changes are proposed to the following legislative acts:

  • Law of Ukraine “On Protection of Consumer Rights”
  • Law of Ukraine “On technical regulations and conformity assessment”
  • Law of Ukraine “On general safety of non-food products”

This draft law gives the possibility of using digital labeling in the form of QR codes. After its approval and implementation, Ukrainian business and, in particular, players in the perfumery and cosmetics industry will be able to provide all the necessary information through a QR code and the question “how to fit everything on a label?!” – will forever be a thing of the past.

The issue of introducing digital labeling is currently only being discussed in the EU. Last year, we reported that the European Commission planned to carry out a fundamental revision of Regulation (EU) 1223/2009, and digital labeling was one of the key issues.

Also, in 2021, the EU again began to actively discuss the issue of a possible expansion of the list of aromatic allergens that must be indicated on the label. It is proposed to expand the list from 25 substances to 87. Of course, if this project is approved, it will significantly affect the amount of information on the label and digital marking, in this case, is an excellent decision.

During the full-scale war, we have already managed to assess how effectively digitization works in our country and how quickly we move forward thanks to such decisions. Therefore, we believe that digital labeling and approval of this draft law is an extremely important and modern step for Ukraine and the industry.
