On 1 August 2026, the new national standard DSTU EN ISO 22716:2026 (EN ISO 22716:2007, IDT; ISO 22716:2007, IDT) “Cosmetics — Good Manufacturing Practices (GMP) — Guidelines on Good Manufacturing Practices” entered into force in Ukraine.

The new national standard is harmonised with the European and international standard EN ISO 22716:2007 and represents another important step in aligning Ukraine’s regulatory framework for cosmetic products with European and international requirements.

Why is the updated standard important?

The implementation of DSTU EN ISO 22716:2026 is particularly relevant in the context of the practical implementation of Ukraine’s Technical Regulation on Cosmetic Products, as compliance with the principles of Good Manufacturing Practices (GMP) is a key requirement for the manufacture of cosmetic products.

The standard provides guidelines for the production, control, storage and shipment of cosmetic products and supports a consistent approach to ensuring their quality throughout the manufacturing process. Its implementation also contributes to strengthening the competitiveness of Ukrainian cosmetic manufacturers in both domestic and international markets.

Contribution of the Ukrainian cosmetics industry

The Ukrainian-language edition of the standard was prepared by Technical Committee for Standardization TC 171 “Perfumery and Cosmetics Industry Products” and the Association “Perfumery and Cosmetics of Ukraine” (APCU), with the participation of industry experts.

Representatives of the cosmetics industry, scientific community and specialised organisations contributed to the preparation of the Ukrainian edition, including the translation and adaptation of terminology. This work represents a joint contribution of the professional community to the development of a modern standards framework for Ukraine’s cosmetics industry.

Transitional period

While DSTU EN ISO 22716:2026 entered into force on 1 August 2026, the previous national standard DSTU EN ISO 22716:2015 will remain in force until 1 January 2027.

This transitional period allows businesses and other users of the standard sufficient time to transition to the new edition.

The adoption and entry into force of DSTU EN ISO 22716:2026 are provided for by SE “UkrNDNC” Order No. 136 dated 9 June 2026. The previous edition will cease to be valid on 1 January 2027 in accordance with SE “UkrNDNC” Order No. 299 dated 29 August 2025.
