On 29 July 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 976 “On Amendments to the Resolution of the Cabinet of Ministers of Ukraine No. 65 of 20 January 2021.”

The Resolution introduces several important changes affecting the cosmetics sector.

• Extension of the transitional period.

  In paragraph 3 of Resolution No. 65, the date 3 August 2026 has been replaced with 31 July 2027. These amendments will enter into force on the date of the official publication of Resolution No. 976.

  Accordingly, during the validity of these transitional provisions, the making available on the market of cosmetic products that were placed on the market before 31 July 2027 may not be prohibited or restricted on the grounds of their non-compliance with the requirements of the Technical Regulation on Cosmetic Products.

• Amendments to paragraph 25 of the Technical Regulation.
  

  The Resolution revises the qualification requirements for experts entitled to perform cosmetic safety assessments. Under the new provisions, such assessments may be carried out by experts holding a Master’s degree in “I2 Medicine” or “I8 Pharmacy”, or in a related field of study included in the list of specialties approved by the Ministry of Health of Ukraine.

  These amendments will enter into force six months after the official publication of Resolution No. 976.

Please note: As of 13 December 2026, a new version of the transitional provisions introduced by Cabinet of Ministers Resolution No. 737 will enter into force. These provisions establish separate transitional rules applicable to cosmetic products.
