On 13 June 2026, the Resolution of the Cabinet of Ministers of Ukraine № 737 of 4 June 2026, “On Amendments to the Resolution of the Cabinet of Ministers of Ukraine № 65 of 20 January 2021”, was officially published. The Resolution will enter into force on 13 December 2026.

The amendments are aimed at clarifying the transitional provisions and aligning the requirements for cosmetic product composition with the relevant European regulatory framework.

Key amendments:

• It is clarified that cosmetic products which have not been notified but were placed on the market before 3 August 2026 may continue to be made available on the market until 3 August 2030.
• Resolution No. 65 has been supplemented with new paragraphs 3¹ and 3², establishing specific transitional periods for placing on the market cosmetic products containing certain substances, while allowing such products to remain available on the market until 3 August 2030.
• Annexes II–VI to the Technical Regulation have been updated
