Results of APCU’s international activities on the implementation of cosmetic regulation
APCU continues its work on the implementation of cosmetic regulation and its harmonization with European legislation
APCU continues its systematic cooperation with public authorities and international partners aimed at the practical implementation of cosmetic regulation and its harmonization with European legislation.
This work builds on the expert dialogue initiated during previous industry events, where key challenges related to the implementation of regulatory requirements, product notification, and business readiness for the new rules were discussed.
As part of international cooperation, a working meeting was held with representatives of Cosmetics Europe, focusing on the qualification of cosmetic product safety assessors.
As a result of the meeting:
- a joint action plan was developed and next steps were defined;
- approaches are being further elaborated to ensure more precise implementation of safety assessor requirements in line with EU Regulation (EC) No. 1223/2009 and EU member states’ best practices;
- proposals were discussed to expand the list of eligible qualifications for safety assessors.
Separately, APCU and Cosmetics Europe previously aligned their position regarding the transitional period within the preparation of amendments to the draft regulation, contributing to a more balanced implementation framework for businesses.
In parallel, dialogue with the Ministry of Health of Ukraine is ongoing regarding potential regulatory updates. The discussions focus on practical aspects of implementation, including consideration of market needs and alignment with European approaches.
The Association continues to serve as a platform for professional dialogue, bringing together business, experts, and government authorities to ensure the effective implementation of the Technical Regulation on Cosmetic Products in Ukraine.
