In 2025, the Association established a dedicated Working Group on Chemical Regulation focused on supporting the implementation of chemical legislation in Ukraine and the alignment of national requirements with EU standards.

The Working Group’s activities are aimed at promoting:

• alignment of Ukrainian regulatory approaches with European legislation;
• higher safety standards for chemical and cosmetic products on the Ukrainian market;
• transparent and predictable regulatory conditions for businesses;
• practical and workable implementation mechanisms for manufacturers and importers;
• technical and expert support for market operators.

The APCU Working Group continues active engagement in reviewing regulatory developments, preparing proposals for public authorities, involving industry experts and market participants, and developing consolidated industry positions on key regulatory matters.

A key element of the Working Group’s activities is the direct involvement of APCU member companies. Business representatives contribute practical implementation experience, share real market cases, and highlight operational challenges faced. This approach helps ensure a balanced dialogue between regulatory objectives and the practical realities of market implementation.

Working Group under the Ministry

In parallel, APCU, together with other профильні industry associations, initiated and supported the establishment of a working group under the Ministry of Economic Development, Trade and Agriculture of Ukraine. The working group has already commenced its activities and currently brings together more than 50 representatives of industry associations, experts, businesses, and public authorities.

Its primary objective is to establish a systematic dialogue between government institutions and the business community, coordinate approaches to the implementation of the Technical Regulation on the safety of chemical products, and develop practical and balanced solutions for incorporating European requirements into Ukrainian legislation.

APCU will continue to facilitate industry coordination and constructive dialogue with public authorities to support the implementation of effective, transparent, and balanced regulation. This work represents an important step toward the harmonisation of Ukrainian legislation with European requirements and the further development of a competitive market environment in Ukraine.
