Ukraine’s Ministry of Health Publishes Draft List of Eligible Disciplines for Cosmetic Safety Assessors
Ukraine’s Ministry of Health has proposed a list of academic disciplines in which professionals holding a master’s degree would be eligible to conduct cosmetic product safety assessments. The draft has been published for public consultation.
The Ministry of Health of Ukraine has published for public consultation a draft order proposing to approve a list of academic disciplines related to “I2 Medicine” and “I8 Pharmacy” for the purpose of conducting cosmetic product safety assessments.
The proposed list includes seven disciplines:
- E1 — Biology and Biochemistry;
- E3 — Chemistry;
- G1 — Chemical Technologies and Engineering;
- G21 — Biotechnology and Bioengineering;
- G22 — Biomedical Engineering;
- H6 — Veterinary Medicine;
- I3 — Paediatrics.
The draft has been prepared in connection with paragraph 25 of the Technical Regulation on Cosmetic Products, which sets out the qualification requirements for safety assessors conducting assessments under Part B of Annex 1. In addition to qualifications in “I2 Medicine” and “I8 Pharmacy”, the Technical Regulation provides for such assessments to be conducted by individuals holding a master’s degree in a related discipline included in a list approved by the Ministry of Health.
The proposed list has practical implications for manufacturers, importers and responsible persons who engage experts to prepare cosmetic product safety reports. It is also relevant to professionals whose qualifications may meet the requirements for conducting such assessments.
The publication of the draft list marks an important step in the development of qualification requirements for cosmetic safety assessors. APCU has consistently worked to broaden the range of eligible disciplines through dialogue with the Ministry of Health and joint work with Cosmetics Europe on European approaches. The Association has also involved experts from the French association COSMED in broader industry discussions on cosmetic product safety. APCU continues its ongoing dialogue with the Ministry of Health, international partners and industry experts to support the effective implementation of the Technical Regulation on Cosmetic Products.
The draft provides for the Ministry of Health order to enter into force on 14 December 2026. Meanwhile, the amendments to paragraph 25 of the Technical Regulation concerning qualification requirements for cosmetic safety assessors will take effect on 1 February 2027, pursuant to Cabinet of Ministers Resolution No. 976. The proposed list is currently under public consultation and has not yet been approved.
